I'm not sure whether this property qualifies for being neglected? Whatever renovations or repairs that were being done to this house, appear to have come to a grinding halt. Many months have passed by with no sign that there is any work in progress. Whether it be financial difficulties or council approval that is pending, one simply doesn't know? Fact is, that it looks messy and the owners should be instructed to finish the job.
